Make towns permanent, creatable by only by Addict, Legacy or higher rankings, and I feel it could control town sizes. Presuming they didnt try and get them right next to each other.

One of my old server admins had a good idea about this - make claiming land INCREDIBLY expensive. He made it 50,000 dollars, and we have a similiar economy. That's for a 16 by 16 claim.

Well ok then.
I still think it would be a bad idea to make the whole server griefing legal - it would make players tend to be more paranoid and vicious in general, and a lot less co-op would occur. Having one world (Especially, as I've said, a 1.4 world, so it would be new and exciting) that is griefing legal would give players the choice and not make them worried about getting their creations nuked.

Good Idea except for one thing: I dont think legacy players should be able to, as people would be paying for the sole purpouse of making town, which I guess would be nice for nide, but also kind've make it a "Pay to win" situation. Not exactly win, just become higher then others. I think only Addict or higher, not only because I am addict, but because addicts have had more experience and have been dedicated. Wait wait wait. Won't we have the same problem as we thought of before with paying to change mobspawners, where EVERYONE will have towns, just some of them will be created by addicts for newbies :/
I'm saying this and I will be one of those lucky addicts soon. I think it'll give us too much power and it'll allow us to set how much a town is worth and charge the heck outta newbies. I might not, but anyone who's an addict can demand that from a noob.

I just came up with a best idea to solve 2 problems, use votes to pay!
To create a town you would need a high amount, to expand a low amount.
Joining a town would also require a small amount which goes to the town you wish to join, so they can eventually expand.
The high costs for founding a town will cause that there won't be much of them, so players who voted many times already can easily found one if they want to, instead that "noobs" do that
