What I was trying to say is, if everyone were to be seeking to abuse it, why can anybody be trusted with the ability?

Because you can get addict without doing anything and to get helper you have to apply and be approved by the staff.

If you would be able to make region, you would also be able to edit any regions, so you can just add or remove anyone as owner.
Also you would be able to edit flags, such as mobdamage etc.
All to this are specific rules for staff which are only entrusted to them.

Regioning for players is a big no-go.
