No, you can summon mini clouds 60 times. then they shoot basically an infinite amount of time. i haven't had one run out yet. hence extremely OP

I agree with what nick said, they are both very op, but if i had to call it on that, i think the cloud staff would be even more op than the shield.

The shield looks the coolest & is the most useful in my opinion.
