To expanded on that idea, the top 5 voters should receive an in game cape saying Voter. (Not donator because the person may or may not have donated to the server.) By the way, the idea of capes for achievements, voting, ex. has already been suggested in another thread.

Impossible. Player positioning in a leaderboard of this nature would be semi-static, due to the fact that the voting system is linear in nature.
