Mob bug in aether?

Mob bug in aether?
Aether mobs missing? For some reason, the area I explore around seems to have no mobs. But the second I go to an aether warp I find all kinds of mobs. I am around X:-12000 Z:4000. Is it because it is past the 8000 border? I would appreciate a suggestion/explanation/solution. I also don't know why moas are passive, it doesn't matter how much you hit them but they will not fight back and poison you.

A) spawn algeratom is bassed on how many people are in the area
B) moas are always passive, you are thinking of a different mob, cockatrice. (yes I know I most likely spelt it wrong)
