Helper Hat

Ive seen this suggested somewhere else, but couldnt find it (somehow :/)
I made an extremly basic(and pretty bad) helper hat from club penguin, which i think chance suggested



Any improvements or suggestions?

The '?' mark should be like another shape.
Example, a hat with a paper stuck to it with the '?'

[Blue]

The question is if it is mandatory to wear it or not, and whether mods and admins wore it as well
