Purchase an effect to put on a hat
As in let us pay to change/apply an effect to a hat e.g. I have a Shiny panda king mask, and lets say i wanted to change the effect to "rotating item" we should be able to pay either an admin or a system that allows us to purchase the effect for the hat. It wouldn't be cheap but it would be worth it. Anyways that's all I've got.

It would be more expensive to put/change an effect onto a hat than to just buy a different hat with the effect.

What I think kye is referencing is some people bought 20 hard hats from the server shot just so that they could get the random change of one of them haveing the effect.
