Monsters rarely spawn: how to fix Please Fix

I found a problem in craftland. It is not a bug, glitch, or error. It is just a rule of minecraft's code that sort of goes against craftland. Hostile mobs rarely spawn without a spawner. The reason for this is because minecraft sets a limit for hostile mobs. this limit is 80. after 80 hostile mobs are in the world, (overworld aether end and nether are seperate) no monsters naturally spawn. spawners ignore this. This is a good thing, right? Wrong. First of all, monsters without spawners have drops that you need. How will you brew splash potions without gunpowder? gunpowder comes from creepers which dont have a spawner meaning no grinders. This, obviously, is a bad thing. How can you fix this? there are a few ways

#1: set up a script that does the command: /killall in every world every hour or so.. this clears every animal and monster in grinders leaving time for natural mobs to spawn.

#2: increase the max hostile mob limit! if you set it higher, there is a better chance for mobs to regularly spawn even WITH grinders running.

#3: I dont like this one, but it IS a possibility: make it so spawners cant be mined and moved. this would mean grinders are more challenging to make, and they would be less efficient meaning xp is harder to get and there are less mobs.

This problem only occurs when mob grinders are in loaded chunks, so when no one is near a grinder monsters WILL naturally spawn. when not many people are on (at night) its not that big of a deal. still, most people (me included) are on mostly when others are on. I hope you see this, because it is annoying. :headbang:

1) The way killall is configured it kills paintings, NPC's ect. all the stuff we dont want to die.
2)It is set to 3000 for the aether and newworld which is rarely reached.
3)This i think would be a good change especially with all of the rare spawner (like creepers and blazes) available in the new world
