The writing looks like a server owner verification code for a voting website.
The player limit was probably raised.

Tog's right. My guess would be that verification code is from when soul payed 60 dollars to be a featured server for 7 days. The 100 player limit was Nide having a conversation with someone (forgot who) and said that the player limit could be changed with one command or something and then I stopped paying attention to the conversation.

1. The MOTD is weird because nidefawl needed verification for some German server list
2. Nidefawl changes the limit all the time. He used to, atleast.
