The Party Hat is based on a traditional paper hat design that you can purchase from most 99¢ stores and is handed out at most kid's birthday parties to all the friends of the lucky one. The Party Hat was indeed released at a celebratory date, and that is New Year's Eve/Day. At the time of its release, all timezones to the right of GMT had already passed into the New Year. The hat was released while most players online were at chev's and saegi's New Year's Fireworks, and most people online bought a hat since they were only 1 credit to purchase.
Review:
The Party Hat is a fun little hat, keyword "little". This hat is small and covers about 69% of your head, which leaves the other 31% of your head exposed to the sun and rain. (But you shouldn't wear it in the rain, because it's made of paper anyway.)
For it's current cost, the hat is definitely worth your while to purchase, however wearing it as one's full time hat is unlikely.
My real issue with this hat was that it went horribly with my skin, however that shouldn't be a problem for many.
TL;DR:
For only 1 credit, this hat is worth a buy. The future 10 credit cost is more questionable, however at the moment it's a cheap, fun little hat that you can purchase to wear for fun.
Pros:
-Not costly at 1 credit.
-Well designed and true to its prototype.
Cons:
-Small.
-Does not go with some skins.
