I was on the server the other day and i saw a random dog in a desert-biom
He looks really lonely, so pleace the owner come and help your dog..

If you really want the owner to get it back, drop it in water every time you get on, and if the owner is online, it will tp to them.

How does a wolf spawner exist anyway? Do they spawn naturally in the world?

Wolf spawners were found in the swamplands (old deleted world), as most other custom spawners once were.
