wouldn't it be 1/3 to get a pick? (Axe, pick, shovel). And then, about 3 rewards per chest, most of the time it's more.
That'd revert the 1/3 chance, and it'd be a 11% chance.

You have 1 chance out of 9 that the special loot will be valkyrie tools (pick, shovel and axe). If it is the case, you have 1 chance out of 2 to get each tool.

I don't know why people are saying 1/2 chance to get a pick, there are 3 selections for that reward: axe, pick or shovel.
so 1/3 chance when you get that reward, and a chest typically has 3 rewards, so it'd just cross cancel the 1/3 chance to get a pick. (1/9)(1/3) = 1/27 would be the answer if the chest came with 1 reward.

Wouldn't be 11% because that's not how probability works, it'd be +3 chances at 3.7%

Cyn look at the code marc posted.... It has a 1/9th chance of calling that case in that case each tool has a random Boolean (true or false) for each of the tools.
