You should let vip's create channels. 24 hrs is really about 1-2 weeks of play time (assuming in weekdays u have like 3 hrs). I really wanted to create a channel called Market. A channel were instead of everyone spamming global they spam market chat. (Buy/Sell offers) This will make global business spam free. I asked an admin to make one but they said no. So if people can create channels then they can talk in clans or stuff.

Party Chat? Just Modified?

The thing is party chat you have to invite people. So Channels they can manually join. But pretty much party chat modified.

It is a feature with hero chat you can /ch join Channel, if you look their are lots of channels why not one more, I don't think people should be able to create channels, but I think channels like market should be created by admin (only if that channel would have a purpose).

The market channel would either have to be already up when you log in(Like global), or else no one would be in it unless they type a command. Although, I am able to make that possible (channel open when you log in), spamming in that channel is still spamming... I know I'd be annoyed if the market channel was always lit up from people talking in it. Or when no one has said anything, I'll get "Buy from my shop!" spammed until something is said in global.
