Goldrush (one idea to make it more equal)

Hey,
as we all know players seem to be not too happy with the gold rush.
I honestly think that players premining or mining with eff X is not illegit at all as all players could do it.
But i get that it is kind of frustrating as a new player (or vip) to see that you have no chance at winning so you will probably not try very often.
My idea is now the following. During the Gold Rush all OP efficiency effects should be removed. So during the gold rush in the mining world i mine with my efficiency X pick as fast as a efficiency 5 pick.
And guys pemining is not a problem. while you are building, fighting or doing whatever some guys are premining which takes time, is dangerous as the premined ores can be taken by someone else etc. so considering that i do not see a need to change that.
What do you think? is this possible and helpful?
