A new achievement: Early bird

Since users are able to put their time zone when registering for this website, I was thinking on having an achievement called "Early Bird" that would find if they joined at or before 6:30AM in their time zone. If they join once in that time-frame, they get the achievement. If that achievement were already existent, I'd have it several times over
