The cloud staff seems useless. And it only has 61 uses. I would have to go with the shield.

Wrong it is actuly useful it summons 2 clouds and then they fire at any hostile mob

The staff bypasses PvP last time I checked and I don't like it much.
The shield makes us even more OP by giving extra defense. >:I
