Why I mean is like they have Mabey a small bag that connects to their ender chest. Not going them ability to change spawners which they directly could get money from.

Agreed. If there is to be a benenfit from it, it needs to be something small, not something that could be used to increase your cashflow. Also, spawner changes wouldn't increase income that much, except for the player, all they'd have to do is say "Pay you 5k to change my spider spawner to zombie pigmen."

This is true - it would mostly just become an exploit that would make donators hold power over non-donators.
