The idea seems nice, but there's an issue, the cheap, pre-existing hats wouldn't be worth what people bought them for, so my suggestion? Not every hat has a special ability, but the ones that do, you need to be the special thing for, like upgrading hats. But that would be hard to work out, considering people losing hats, and peope having hats in-game, and it would be really weird.
