Red box around map?

I was looking at the server map, and I happened to notice that there is a red box surrounding most of the map, while cutting off other parts. Is this some sort of new boundary for the server, or is it just a glitch?

I think, everything out of that box will be removed.
If there are buildings or things like that, it wil probably be replaced somewhere else in the map.
I heard something like this, but I am not sure of it.

Its the global border, soon you won't be able to move outside the border
I want all chuns to be rendered before I increase the size of the map

I will not remove it, but you won't be able to get there soon
