Aha, Herohamp, good question! Perhaps, we can limit the hats for players with playtime up to 250 hours. That way, players above that are not going to be given, in Odd's words, "ugly" hats, and that newbies get their "cheap accessories". No angered hat collectors, no unaccesserized noobs. Plus, with less hats, hat makers can make the "noob hats" more detailed.

Not many people play 100 hours. Even fewer make it to 500...
You want it far enough away where it keeps them coming back, but close enough so they don't just give up. I think 3
20 hours would be optimal.

You should know that hats doesn't continue to be "special". If you gave each player a hat for every X hours they play, hats will become extremely common, boring and people would start losing their interest in them - just like with diamonds and that stuff. And no, adding more hats would not change anything, it will simply just become too much, and then the interest will fall again. Hats are way too overrated and overvalued. They are just hats. It would be better if they added something different than just hats every now and then. Hats are no longer anywhere near special, as everyone have one or more hats. Just leave it as it is, or make them even harder to obtain - not easier. I highly doubt getting a hat every second would make the player stay on for a longer time.

No offence, but I don't think this is a good idea. You are giving players (that have most likely already played a lot) low-quality hats in a game that they don't want to play.
