Not sure If I add that
There are 2 possibilities to make a block in the world glow:
1) Use an animated texture like plasma aercloud does. The glow would then look pixelish (Not recognizable as glow)
2) Use a tile entity renderer to render the block and render the glow layers the exact same way as on items: It would be fast enough for a few blocks to be rendered at a time. If someone starts to make a floor out of it in creative it could be so slow that it crashes you.
I don't like any of these solutions.
