Sure, I don't see a problem with having an Ocelot Spawner. The only thing I would change is not having them drop Dark Oak Saplings. You can get them pretty easy through Tree Mutation once you figure it out!

Even if no real reason, it would still be cool to have. Why be negative? Sadly, while I would love to have this, I don't know if the Enchanted effect could carry over to the block if it were placed in the world.
