It would be more expensive to put/change an effect onto a hat than to just buy a different hat with the effect.

As in let us pay to change/apply an effect to a hat e.g. I have a Shiny panda king mask, and lets say i wanted to change the effect to "rotating item" we should be able to pay either an admin or a system that allows us to purchase the effect for the hat. It wouldn't be cheap but it would be worth it...

eh, I'd say that you have to sacrifice perf dia's but that would make it too easy for people like Frost and land whale who always win the Goldrush. But sacrificing hats? That's a little much don't ya think? But the chance for a good effect should be extremely low.
